seamless experience for businesses operating outside Mexico.

The current economic context and nearshoring have favored foreign investment (FDI) in Mexico, especially in manufacturing, assembly, and distribution processes. These facts have favored the growth of the Manufacturing, Maquiladora and Export Services Industry (IMMEX, by its initials in Spanish) programs; in fact, imports from these companies represent 43% of total imports, which demonstrates the confidence of foreign companies in the Mexican market.

In the first four months of 2023, the IMMEX program has a total of 12,750 production plants throughout the country, which translates into jobs and economic growth in the regions where they are located.

How much do they represent in the Mexican economy?

The IMMEX program aims to expand the Mexican economy by allowing foreign companies to enter a competitive environment. At the same time, it seeks to modernize Mexico’s infrastructure by importing new technologies and knowledge that will generate more jobs and cash flow.

BENEFITS

The IMMEX Program was created with the mission of strengthening and increasing the competitiveness of the export sector established in Mexico through, among other things, the reduction of fiscal and administrative burdens, modernization, streamlining, and reduction of procedures.

This program allows you to make temporary imports of goods with productive processes and/or services to export goods or provide export services with multiple benefits, among which are:

Who can participate in this program?

The manufacturing companies located in the Mexican territory and/or export service providers that meet the requirements of the program. They can be of the following types:

  • Industrial, which includes all manufacturing plants.
  • Shelter, in which the national factory will participate in the processing chain of a company, the final product must be returned exclusively to the same foreign company.
  • Services, which may include companies that provide services to others (cleaning, operation, maintenance, etc.). These services are considered exports.
  • Outsourcing, this modality is intended for certified companies that do not have facilities to carry out productive processes and therefore carry out manufacturing operations through third parties registered in their program.

It is necessary to take into account the products that are considered sensitive in Annex II of the IMMEX Decree and Annex 3.3.2 of the Rules Agreement of the Ministry of Economy.

  • The basic requirement for IMMEX companies is that all finished products must be exported out of the country within a certain period.
  • Another is to prove that your export project will generate at least US$500,000 per year or that 10% of your annual turnover will be exported.
  • IMMEX companies are also required to use an inventory control system under Appendix 24 of the Foreign Trade Regulations.
